The GECK was in the wrong place because I have the GOTY version, so fallout was not in C:\Program Files\Valve\Steam\steamapps\common\Fallout 3, but in C:\Program Files\Valve\Steam\steamapps\common\Fallout 3 goty. Ah well, all's well that ends well!
