WebNot sure what causes this glitch. I have GotY editon, code patch, and MGEXEgui installed. Also I'm pretty far in the game (100+ hours on this one character which I know Morrowind always handles well). WebWerewolf's strength increase is a werewolf quest reward. You have to take werewolf route and not the Skaal route (don't cure lycantropy you get during a quest, you can't get one sooner than that, AFAIK).
